Parks & Recreation Director Selected

Louisburg, N.C. – Franklin County has promoted Emily Lockamy-Gilarranz to the role of Parks & Recreation Director, after serving as interim director for several months.
“I am excited to lead the development of parks and recreational opportunities in Franklin County,” said Lockamy-Gilarranz. “My goal has always been to create a space where memories can be made.”
Lockamy-Gilarranz has worked for Franklin County since October of 2024, where she served as Athletics Coordinator. Previously, she served as Social Media and Website Coordinator for Tobacco Road FC, as a Customer Support Associate for Cengage Publishing Group, as a Support Specialist for North Carolina Central University, and as an Office Assistant for the Emily K Center.
“Emily has done a tremendous job with programming and overseeing multiple park projects,” Franklin County Manager Ryan Preble said. “We look forward to her continued leadership in the department.”
Lockamy-Gilarranz holds a Bachelor of Science degree in Parks and Recreation Administration from North Carolina Central University and has received the Certified Parks and Recreation Professional Certification (CPRP).
